The crown prince initiated a comprehensive restructuring plan for the defense ministry three years ago when he was appointed minister of defense and the new appointments to the ministry should be viewed through that lens. At the same time, the war in Yemen has given the Saudi leadership valuable new insights on how best to execute this restructuring plan. There remains a misperception that Saudi Arabia expected the Yemen war to be over quickly. Having previously fought the Houthis in 2010-11, in which Houthi militias acquitted themselves very well, the Saudi leadership was under no illusions that a second war would be easy, especially now that the Houthis have Iranian backing.
